Pastoral Council Meeting Minutes

July 30, 2020

Meeting opened with a prayer by Father Smith

Tom Diggins called the meeting to order at 7:03 p.m.

Roll Call

Present:  Father Smith, Tom Diggins, Charlie Berns Jr, Peggy Berns (secretary), Mary Ann Kelly, Steve Karabatsos, and Donna Saddler (ex officio)

Absent: Paul Wagner, Nita Grangaard

Priest Comments

Father would like to see other agenda items besides building and grounds be a priority.  Our mission should be the people.  We need to ask “bigger” questions have a “bigger” mission.  Broadly speaking about “people” – how do we reach out to them?  How are we serving the Kingdom of God?  Father is planting the seeds for the council to expand on these thoughts and ideas.

Minutes from June 25th meeting were reviewed.  Motion to approve by Mary Ann and second by Donna, motion passed; minutes approved.

Reports

  1. Building & Grounds                                      Tom Diggins/Charlie Berns Jr
  • Waiting for Leland Moore to complete ramp repairs. Tom may check with other contractors in the area.
  • Church washing is complete.
  • Lawn Mower Shed; Down payment has been paid by Tom & wants it to be his contribution toward the shed.
  • Basement ceiling, wall and floor cleaning needed. Need chimneys to be removed or capped.  Charlie contacted Brink’s. 
  • Faucet in sacristy needs to be cleaned – short-term fix has been completed.
  1. Faith Formation Commission Father Smith/Sheila Diggins
  • Father and Barb Winters-Kelly will be meeting 7/31/2020.
  • Youth Faith Formation will not start until October or until safe. Look for further information in the bulletin, on the website or will be announced at mass.
  • Father plans to be actively involved with the Faith Formation program.
  • Father met with Mandy O’Neill this afternoon, July 30th; he has challenged her to bigger vision.

  • 2019-2020 income and expenses reviewed, and 2020-2021 Budget presented to finalize the annual report to Dubuque.

      • Hosted meet-n-greet w/Father Smith Tuesday, July 14th.
      • After meet-n-greet discussed a few outreach ideas with Father
      • Father will be ordering smaller hosts to use during mass for presentation to congregation.
      • Joint pastoral council meeting to be held soon – no date set.

Minutes from March 14th meeting were reviewed.  Motion to approve by Steve and second by Nita, motion passed; minutes approved.

  • Waiting for Leland Moore to complete ramp repairs. Tom will talk to Pat Cota to see if he has heard anything.
  • Motion to approve the quote of $2,485 from Brink’s Painting to be paid by the Rosary Society by Steve and 2nd by Charlie; motion passed.
  • Mower had been serviced by Mark Berns; oil & filters were donated by Bodensteiner Imp. Tom Ede has agreed to mow for 2020 season.  Suggestion to purchase or build a shed for mower.  Tom will obtain some prices.
  • Dan Schulte has approached the parish to see if they wanted to purchase the cemetery’s mower.
  • Light fixture above Faith Formation entrance needs to be replaced.
  • Dehumidifiers are working.
  • Faucet in sacristy needs to be cleaned – lime build up.

  • Senior mass for May 17th has been cancelled.
  • Mandy created and posted a slideshow of the graduating members on Holy Family of the Bluffs website.
  • Barb Winters-Kelly will be the Faith Formation Leader with Mandy O’Neill remaining as the Youth Faith Formation & Confirmation Leader.

  • Steve Karabatsos will be making a restricted donation to purchase a trimmer for the church.

Corona Virus

            Decision to continue to have masses as usual until directed differently.

  • Belfry cleaning has been completed by Steve.
  • Furnace repairs completed by Kurth Plumbing & Heating; billing $518.13.
  • Charlie got an estimate of $2,485 from Brink’s Painting; $1,800 from J&J Powerwashing out of Monona to wash church siding. J & J estimate doesn’t include lift rental.
  • Mower servicing – Charlie will line it up.
  • Light fixture above Faith Formation entrance needs to be replaced.
  • Dehumidifiers need to be started in the basement.
  • Basement wall and floor need to be cleaned; room where pipe comes from roof in closet.

Minutes from August 8th meeting were reviewed.  Request to add “motion passed” to Weighner tuition assistance request.  Motion to approve with change by Donna and second by Charlie, motion passed; minutes approved.

  • Leland Moore is looking for a new product. Indicated that he’ll get to this yet this fall.
  • Tom hasn’t picked up a radon test kit from courthouse yet.
  • Belfry cleaning hasn’t been done yet; Steve & Charlie looked at it & thought it could be done personally.
  • Father has signed the LP contracts.
  • Thank you notes were published in bulletin – Joe Mohn & Pat Cota
  • Tom will contact Dan Schulte to inspect furnaces.
  • Old chimney pipes in furnace room & closet need to be closed off or removed. Ask Dan Schulte to see what he thinks.

Minutes

Minutes from June 5th meeting were reviewed.  Motion to accept with change to Stevenson Tree Care of “not to proceed with tree treatment instead of not to proceed with tree removal” by Mary Ann, second by Donna, motion passed; minutes approved.

  • Leland Moore has been contacted to complete minor repairs and re-paint; to be completed this fall.
  • Tom feels we have basement moisture issue fixed; could have been a snow melt issue.
  • Tree limb removal was completed by Steve and Charlie.
  • Pat Cot and Joe Mohn replaced ceiling tiles that appeared to have mold. Tom discussed the 2nd air quality test from last year that indicated a slightly elevated test.  Opening in the wall was reviewed by Pat Cota who didn’t see any mold growth within the wall. 
  • New dehumidifier has been purchased; both humidifiers have been replaced in the basement and have been set to maintain a 50-55% humidity level.
  • New lawn mower has been purchased by the Rosary Society. Stored at the cemetery.
  • Father suggested we have a radon test completed. Pickup test at the courthouse.
  1. Faith Formation Commission Father Moser/Sheila Diggins
  • Still looking for staff replacement to fill Faith Formation Leader position. Opening has been added to the website and bulletin.  Father will temporarily fill this position.
  • Catechist opening has been filled.
  • Brooke Weighner called Tom asking for tuition assistance of $2,000. Motion to approve by Steve; 2nd by Charlie.

  • At August 8th meeting, discussed that we have had a couple of funerals, served around 300 meals at Summerfest with some parishioners working double shifts, hosted Memorial Day mass, Patti Hastings is writing the Prayer of the Faithful, and that we are looking to purchase a table for funerals that the deceased has been cremated. Father would like a nice cloth for the table cover.

Guest Requests

Harpers Ferry Historical Society Request by Jane Hasek & Sheila Diggins; would like to build building for displaying area historical information and be a reference/research spot for family trees.  Looking for church historical information to be displayed (Wexford, Cherry Mound has shown interest).  Main purpose is that this group is looking for a person to represent St. Ann-St. Joseph Church on this committee.

  • Back entrance ramp repair completed; need Leland Moore to complete minor repairs and re-paint.
  • Tom will call Pat about contacting Leland (Lee) Moore regarding the completion of minor ramp repairs & re-paint to the back entrance ramp.
  • Tom spoke w/Chad Kelly who indicated that snow buildup was a factor with the water issue in the basement. Suggested cement be sealed plus add addition cement for rain drainage.  Look for an estimate from Chad.
  • Stevenson Tree Care suggested another 2 year treatment at $796.08 for three trees. Motion not to proceed w/tree removal by Charlie, second by Mary Ann.
  • Tree limb removal has been completed by Steve Manning and Charlie Berns Jr. (lower limbs of trees surround the church.)
  • New lawn mower has been purchased by the Rosary Society.

Minutes

Minutes from the January 10th meeting were reviewed.  Approved by consensus.

Guest Requests

Steve and Bonnie Cunningham are managers of Harpers Ferry Farmers Market and ask if they can use the church’s parking lot and hall (during inclement weather) Friday evenings between May 24th and September 27th.  Church requests copy of liability insurance; copy to be provided to Father.  Sue Saddler keeps hall open Friday evenings for use of restrooms.

  • Back entrance ramp repair completed; need Leland Moore to complete minor repairs and re-paint.
  • Furnace repairs completed by Dan Schulte; asked that we call to inspect furnace before winter season; parts & labor donated by Dan Schulte.
  • Down spouts put back on the West side of the building after the winter season. Pat Cota noticed moisture in basement a week ago. Set up couple of fans to dry out area.  Tom noticed an ice buildup on the kitchen roof this winter.
    • Still need to remove unused pipe that comes out of the roof.
    • Mary Ann will talk to Chad Kelly about digging in down spouts for underground installation. If he doesn’t do this he may be able to suggest who does.  She will report back to Tom and Pat.
  • Tom will call Stevenson Tree Care to see if ash borer treatment worked or if the trees need to be removed. May need another 2 year treatment.
  • Tree limb removal still needs to be completed. Remind Charlie & Steve to look at this.

  • Joint commission meeting last month regarding youth ministry; both commission had an opportunity to give input for evaluation.

  • Basement costs and donation reviewed. Donations, rosary society transfer and an end-of-year unrestricted donation totaled $8,715.00; repairs totaled $8,433.39.

  1. Mold Remediation                                         Tom Diggins
  • Service Master completed cleaning 1 ½ weeks ago with air quality retested. Test results
    • North before cleaning 4560 (slightly high) to 40 after
    • South before cleaning 1600 (slightly high) to 400 after
    • Middle before cleaning 1900 (slightly high) to 2100 after

Suggestion of air quality tester was to cut flood height on drywall and clean the studs and window sills.  Council questions:  What do we do now? Who will do the work? Who will pay?

Costs so far:

Service Master $6,783.39

1st Air Quality Test $975.00

2nd Air Quality Test $675.00

Further discussion:  Service Master cut a portion of sheetrock per instructions of air quality testing person and create negative air flow during cleaning.  In conversation, it was discovered that the 2nd air quality test was completed with contamination plastic hanging in the middle portion of the basement.  Tom took plastic down after testing and stored it in the storage room.  Tom will contact Service Master & air quality testing personnel to come back at no charge.  Pat will seal off contaminated room Tuesday.

  • Motion to contact Service Master with stipulation that air quality test are acceptable after cleaning is completed. Asked for guarantee in writing.  Motion to have Service Master complete the cleaning by Donna and seconded by Mary Ann.

  • Presentation at mass asking for donations toward mold clean-up.
  • It was agreed the parish will pay $3,000.00 with the balance pay by the rosary society.

  • Mold & air quality testing was completed by Robert Vohl. Testing costs $975.00 that was paid by Tom and asked to be reimbursed.  Motion to reimburse Tom by Peggy seconded by Mary Ann. Test results aren’t as bad as initial assessment.  Recommends having the basement professionally cleaned and to purchase 2 more dehumidifiers and not to use fans.  Getting quotes for professional cleaning of the basement.

          He will check on doing the same for faith formation door.  Ask about

          a spreadsheet to document who has keys.  Will have 12 keys made.

+ Tom contacted Bernie Gruman to sketch basement for evacuation plans with Daniel;
